CONSTITUTION

ARTICLE I - NAME
The name of this organization shall be the Harlingen Educational Secretaries Association.
ARTICLE II - PURPOSES
The purposes of this organization shall be to study and discuss the roll of the educational secretary; to develop a more efficient and professional minded membership; and to pool ideals and aims toward a finer and more valuable service to the schools and the community; to provide scholarships as follows:
1. Provide a scholarship to HESA members’ son/daughter who will be attending a university/community, or junior college of their choice in majoring in a secretarial field and/or Business/Education. If the organization member(s) does not have a son/daughter graduating that year, and/or
2. Provide scholarship to high school seniors to assist in furthering a secretarial career and/or Business/Education or;
3. To provide scholarships to members in good standing who will request in writing an interest in this scholarship to further a secretarial and/or Business/Education.
ARTICLE III - POLICY
Section 1: The organization shall be non-profit, non-commercial, non-sectarian, and non-partisan.
Section 2: The organization shall not engage in political activities nor shall it endorse candidates for office.
Section 3: The organization shall cooperate with school authorities, and at no time shall it attempt to interfere with school administration.
Section 4: The members of the Harlingen Educational Secretaries Association; shall not use the name of the organization to further their own commercial or political ends.
Section 5: No officers shall be empowered to act singly to oblige or encumber the organization.
ARTICLE IV – MEMBERSHIP
Section 1: Membership in the Harlingen Educational Secretaries Association shall be of two classes: active and honorary.
Section 2: All persons engaged in clerical and secretarial work in this educational system shall be eligible for active membership.
Section 3: The title of honoree member shall be conferred upon any man or woman whom the organization wishes to honor. A past president who leaves the field of education or otherwise becomes ineligible for active membership shall become an honorary member. An honorary member returning to active membership shall be governed by the constitution and bylaws of this organization.
Section 4: Membership in the organization shall be terminated by non-payment of dues and/or resignation.
Section 5: Only members with currently paid-up memberships in the Associaton may hold office or vote in any official meeting.
Section 6: This Association shall affiliate with the Texas Educational Secretaries Association upon payment of dues in accordance with the current regulation for affiliation.
ARTICLE VI – OFFICERS
The officers of this Association shall be President, Vice-President, Secretary and Treasurer, all of whom shall be active members in good standing. Election of officers shall be held in April, with installation in May. New officers will assume duties June 1.
A Parliamentarian shall be appointed by the President for a one-year term.
A Historian shall be appointed by the President for a one-year term.
ARTICLE VII – MEETINGS
Section 1: The Harlingen Educational Secretaries Association shall have nine, (9) meetings yearly on the first Thursday of the month. No meetings will be held in January, June, July and August.
Section 2: Special meetings may be called by the president.
ARTICLE VIII – QUORUM
One-third of the active members of the Association and one officer shall be necessary for a quorum at any general meeting.
ARTICLE IX – AMENDMENTS
This constitution may be amended at any regular general meeting of the Association by a vote of one-third of the active members present.
ARTICLE X – PARLIAMENTARY AUTHORITY
Robert’s Rules of Order, Revised, shall govern in all matters not covered by the Constitution and Bylaws of the Harlingen Educational Secretaries Association.
